Flyposting around Belfast and elsewhere

Is flyposting legal or are people that use that forn of advertising subject to a large fine? If the latter is the case what action do Belfast City Council, and other NI councils, intend take about the numerous posters for circuses, gigs and other assorted events, that are pasted over vacant buildings, hoardings and various forms of street furniture in our cities, hamlets, towns and villages? The place is an absolute mess and no one appears to give a toss.

There used to be a company, many moons ago, with legitimate hoardings. I think their name was D. Allen & Co. Are they still in business. Guys with vans used to appear and strip them clean prior to putting new posters on the hoardings.
