First flats in Belfast?

I remember some years ago that my mother told me that the first block of flats to be built in Belfast were in Chloreen Gardens.A small block of red brick flats on the left just as you enter Chloreen off Stranmillis Road,and I am not sure if the building still stands.
      First block of flats I hear you ask.The first custom built flats .Perhaps larger houses were divided in to flats prior to this,but this is what I was told.Can anyone throw any light on this please?

Don't know Mageeka.Were Vicky Barracks around North Queen Street?My mother said the Chloreen Gardens bulidings were the first purpose built flats.Sorry ,don't know about Vicky Barracks.I don't have any real evidence re the first flats and wonder if anyone else does.
     New flats or apartments seem all the rage now in Belfast and some price too.
