On the one hand, no. On the other hand, churches operate on the charitable donations of parishioners, and have to manage and report spend. Take insurance - does the council permit them to provide food? What happens of someone slips, falls and is left disabled. Would you expect the Vatican to make payouts to the claimant.
I completely understand your sentiment, but every charitable organisation needs to be run as a business. An alternative questions might be:
1) Is the church making a profit from the hire of its premises?
2) If so, what does it do with the profit?
3) Why is the government not doing more?
